What is AHCCCS?
AHCCCS is a Medicaid program run by the state of Arizona. Its funding comes from the US federal government and the state. The purpose of the program is to provide Arizona residents of limited income and resources access to healthcare services, including dental services, for their children through the age of 20.
Who is Eligible for AHCCCS?
To qualify for AHCCCS coverage, the following must apply:
- You must be a resident of Arizona.
- You must be a citizen of the United States or a qualified immigrant. Note that children of non-citizens and not-qualified immigrants may still qualify for dental emergency services under AHCCCS.
- You must have a Social Security Number or have applied for one.
- You must be below the income limits set for the program.
What are the Income Eligibility Limits for AHCCCS?
For children, AHCCCS income eligibility depends on the age of the child and the size of the family household. There are three age-based tiers: under one year of age, ages one through five, and ages 6 through 18.
Here are the 2024 income eligibility limits for each of the three age groups:

For each additional person in the household, add $660 to the five-person household monthly income limit.

Special Eligibility Considerations
Two situations exist under which kids can qualify for needs-based dental healthcare if they are not eligible under the standard household-based criteria above.
The KidsCare Program
For kids who are not eligible for AHCCCS coverage because their household income is too much, the KidsCare program is an alternative form of low-cost health insurance that includes dental treatment coverage.
Children Under Foster Care
Children who turn 18 and who have been in foster care under the Arizona Department of Child Safety or a federally recognized native American tribe can be eligible for AHCCCS until they reach the age of 26, no matter what their household income level is.
